Why Joliet and Shorewood Need a Judge:
Growth brings many things. From a legal perspective, growth has brought an increase in the number of civil and criminal cases filed in
Will County (209,082 in 2005 alone).
The
Illinois General Assembly has stepped in to help by
adding five new circuit court judges in Will County. The net gain, however, will be smaller after other judges retire.
In addition to easing the caseload per judge, the General Assembly also hopes to increase the number of minorities and women who are elected judges in Will County.
Unlike other circuit judges, though, these new judges are not elected by all of the voters in the county. Rather, voters in five small districts, call sub-circuits, will chose one judge each. (You can see a map of all the sub-circuits
here).
And while these new judges are called “sub-circuit judges,” they have the same authority and status of a circuit judge elected by voters countywide. They can hear any type of case, up to, and including, First Degree Murder.
Voters in
Joliet,
Rockdale,
Shorewood, and part of
Crest Hill live in the Second Sub-Circuit; and have the opportunity to elect Elizabeth Dow as their judge.
